The Failure of the 28-Point Peace Proposal for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the tension caused by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been contained. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of rocket attacks on Kyiv.

The Rhythm of Negotiation and Warfare

The succession of opposing developments captured the grim essence of the current period. By day, negotiation efforts are fought: hopeful statements are released from different nations. Considerable effort is allocated on restraining specific proposals. By night, the Kremlin brutally reminds the world that, for them, war remains the primary tool for achieving "peace".

Nocturnal Warfare

As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is able to track projectile deployments from Russian territory, a capability afforded by current data. From witness perspectives, military aircraft that had been scrambled to intercept incoming guided weapons roared overhead – advanced fighter aircraft delivered to Ukraine by European allies.

Shortly after, Kyiv's missile defense engaged: defensive missiles targeted at a Russian ballistic missile. This was a sophisticated defense system at work, presumably supplied through Western nations. Every deployment jolts you unexpectedly, causing tremors. The moment of terror quickly transforms into grim resignation: maybe the approaching threat won't hit its mark this time, preventing destruction from catastrophe and additional electricity failures.

Persistent Threats

Not long after, a heavy machine gun engaged a unmanned aircraft close by, part of a mobile-fire group – probably Western-made equipment. Unfortunately, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its objective.

Periodically, this continued until dawn. Kyiv awoke to the early updates: multiple fatalities, destruction and infrastructure problems in numerous residences as a result of the nocturnal offensive. As typically, everyone still continued their routines – experiencing conflict. But those 24 hours encapsulated Ukraine's vital need on international aid – a reliance that regional partners are clearly incapable to replace in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from US administration generated strong feelings, debate and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.

Every new initiative from Washington unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually secure success. This cycle will, no doubt, persist.

Strategic Calculations

It is easy to blame particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. US administration works based on a principle understood by international relations experts: you cannot secure via talks what you have lost on the battlefield. The American government assumes that it is impossible to force Russia to relinquish the territory that it already controls in Ukraine's south or east.

The issue is that while accepting these circumstances, Washington does nothing to discourage Russia, through diplomacy or military means, from believing that the status quo will not shift further in its benefit in the near future.

Conflicting Perspectives

Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its allies are nearing depletion. Their incentive to agree to terms that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leadership remains supremely confident in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing civilians and areas but averting a complete military breakdown until circumstances change in its benefit.

Existing Situation

Realistically, there are no real preconditions for a armistice. Now, subjective factors are entering the equation: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unacceptable, so that their attention does not shift toward homefront challenges. And although their objective will now be significantly challenging after current events, it remains quite doubtful that this will change their overall approach.

These opposing factors are driving the talks.

Conclusion and Outlook

It took a mere seven days to kill the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, latest revelations, all did their job.

While new initiatives based on old ideas are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and show specific hesitation to modify developments, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, largely rely on continued Western support.
